Costs of changes/revisions to technical publications due to unapproved interpretations, variations and deviations will be borne by the Seller at no charge to MDC.

Reference shall be made to separate manuals for checkout, testing, and trouble analysis when AIS/TITE/TISS/ADTS is used. The data for all other Seller's equipmentcomponents and Other Equipment Manufacturer (OEM) items requiring disassembly/assembly checkout, testing and trouble analysis shall be included. Separate technical publications for OEM items shall be recommended if applicable.

Seller shall utilize only Support Equipment (SE) approved for the support of the Seller's equipment. Seller shall coordinate with MDC as necessary to ensure that publications are consistent with approved SE. The Seller shall include instructions consistent with USAF approved provisioning, and MDC accepted maintenance analysis data when required by the SDL. A breakdown of all repairable equipment shall be contained in the illustrated parts breakdown publications in accordance with the maintenance concept.

Technical publications being ordered on this contract shall provide coverage for operation, servicing, care and repair required to keep an item of equipment in optimum operating condition as defined by the maintenance concept in accordance with USAF approved provisioning (Source Maintenance Recoverability Codes). When equipment which has been previously designed and developed is supplied by the Seller, as modified or unmodified, there is a possibility that publications pertaining to operation, service, maintenance, repair, calibration, inspection, and/or parts listing may already exist. These publications normally fall within two categories: (1) commercial publications prepared by equipment manufacturers as a service to commercial customers or (2) publications procured or prepared by other DOD organizations or government agencies. The Seller shall make a study to determine the existence and adequacy of such publications. If publications procured or prepared by other DOD organizations or government agencies exist then the Seller will furnish information such as part number, publication number and title to MDA-E. Simultaneously with submittal of publication numbers the Seller shall furnish a statement as to the adequacy of each publication. If an existing technical publication is considered usable as is, or with change, the line item price containing the new technical publication procured herein shall be equitably reduced.

Publications shall be open for review to MDC/USAF personnel at the Seller's facility, or Seller's publication subcontractor's facility during process of their preparation. Such in-process reviews may be conducted at any time during the development of the publications. Such review by MDC at Seller's subcontractor's facility will be performed jointly with an authorized Seller's representative.

Class I MIL-STD-480 equipment changes, i.e., changes to approved configuration design, production and modification changes, maintenanceconcept changes, maintenance concept changes at the Line Replacable Unit (LRU) level, and testing or repair concept changes affecting publications must be documented on the Requirements Change Proposal (RCP)/Configuration Proposal (CCP). All equipment changes approved by RCP/CCP shall be incorporated into the publications that are authorized by this contract, and will be considered within the existing publications scope of effort with no increase in publication line item price unless otherwise stated within the RCP/CCP. Pricing of technical publication changes and the associated substantiation data shall be documented on the RCP/CCP for each publication which the Seller considers to be a change-in-scope to the contract.

Seller shall make recommendations for changes, revision, or supplements to existing publications, as specified in the contract, whenever it is determined that equipment changes affect publications. Updates shall be issued, as required and authorized by MDA-E, to ensure compliance with content requirements of the data, expand and improve on data and to include information developed as a result of experience gained through utilization of the equipment. Change/ improvement requests, publications change requests, etc., from user will be forwarded to Seller for the change data record and incorporation, if valid, at the time publications are changed or revised. The updating of publication resulting from equipment changeswhich result in a MDA-E approved change-in-scope to the contract will be accomplished by separate contract or changes to the existing contract. Publication changes required for Government/MDA-E acceptance shall be the responsibility of the Seller.

(B) Incorporation of USAF or MDA-E publication change request (PCR) and/or USAF verification comments. (C) Updating necessary to correct errors, add omitted data, expand and improve on data and to include information developed as a result of experience gained through utilization of the equipment. (D) Updating to reflect approved recoverable items breakdown data (Source Maintenance Recovery Codes, ETC.). (E) Conversion of preliminary technical publication to formal technical publication.

In the event MDC makes a change to a publication subsequent to delivery, MDC shall be responsible for the technical content of the change portion and for advising the Seller of the changes. However, the Seller shall be responsible for changing the reproducible copy.

Seller shall forward three (3) review copies to MDC when the final publication draft is ready for conversion into reproducible form. Review copies submitted to MDC shall be in the same format as required for the final publication, except review copy shall be printed on one side of sheet. All art work shall be complete except for final inking. Review copy shall be previously edited by Seller. Any method of duplicating that will provide legible copies will be acceptable. Review copies not meeting the foregoing requirements willbe rejected by MDC without review. MDC will review the draft copies and notify the Seller of any corrections or changes. The finalpublication must reflect all corrections or changes resulting from MDC's review. Review copies shall be forwarded to:

In the event that different types of tasks are included in the same issue, a copy of the reproduction assembly sheets shall be marked by the Seller to indicate the page count content of each task (i.e.RCP-CCP, AFMC 252's, FY Maintenance, etc.) Page Counts for FY Maintence shall be identified as "changed" pages versus "unchanged" pages.

(A) Reading grade level will be documented on AFTO Form 124. A Seller prepared equivalent or a computer product of the AFTO Form 124 data may be submitted in lieu thereof. The completed AFTO Form 124, or equivalent, shall be forwarded concurrent with submittal of the prepublication review copies to MDC. (B) Readability in accordance with MIL-M-38784B is required for the technical publications on order herein with the exception of the illustrated parts breakdown. Seller shall perform validation to assure accurate and adequate technical publication content for support of the equipment. Theory and principles of operation, equipment description, source codes, schematic and wiring data, parts data and troubleshooting shall be validated against engineering source data. Operating and maintenance procedures, including checkout, calibration, alignment, disassembly and reassembly instructions and associated checklists shall be validated against the equipment. Validation shall be performed on production equipment. The Seller is responsible for providing for or coordinating the requirements for all equipment for validation. Any type of support equipment utilized in the technical publications validation will be the same as that approved for support of equipment procured from the Seller. Substitute equipment of equivalent capability, accuracy, range, etc., may be used if approved by MDC. Validation of program test procedure manual technical publications, if applicable, shall be concurrent with engineering sell-off. Seller shall notify the Air Force representatives/Defense Contract Administration Services Region and MDC a minimum of two (2) weeks in advance as to when and where validation is to occur.

Seller shall furnish a completed validation record for each new, changed, revised or supplement publication. At the time of publication submittal for MDC acceptance, the Seller shall deliver the validation completion report (AFSC Form 11), attesting to publication adequacy and accuracy and the satisfaction of the validation requirement. Seller shall submit the original copy of the completed AFSC Form 11 within 10 days after the date of validation completion. The AFSC Form 11 technical publication block shall contain the publication number, title, type issue and publication date. The upper portion of the procedure identification block shall contain the required validation information; the lower portion of that block shall include the incorporation data such as RCP/CCP, E.O.,PCR, etc.. Seller shall provide technical assistance for verification if requested by MDA-E. Verification is the process by which publications are checked and proven to be adequate for operation and maintenance of equipment procured for operational units. It will consist of actual performance by government personnel of operating and maintenance procedures and associated checklists, including but not limited to checkout, calibration, and alignment.

Seller shall institute a program to ensure traceability of technical publication data to its source. A list of data sources used in the preparation of each technical publication issue shall be prepared and submitted to MDC upon request. Review of data traceability procedures may be a subject of in-process reviews. Data to be listed shall include, but not be limited to the following: (A) Requirement Change Proposal (RCP) or Configuration Change proposal (CCP) by RCP/CCP number. (B) Time Compliance Technical Order (TCTO) by TCTO number. (C) Assembly, detail, wiring and schematic drawings by number and revision letter. Also, include engineering change notices or equivalent documentation reflecting unincorporated drawing changes. (D) MDC approved recoverable item breakdown and data accumulation and transmittal sheets by number, date, revision letter as applicable. (E) MDC approved support equipment by number and date of approval correspondence. (F) Letters or other correspondence providing direction from MDC to the Seller. (G) Publication Change Request (H) Technical Documents

A technical publication status/change data report shall provide the projected status and incorporation data for each publication on order herein. The initial issue of this report shall be submitted within thirty (30) days after receipt of order (ARO) or thirty (30) days prior to start of preparation of the publication(s), whichever is later, and thereafter only if a change in the status or incorporation data occurs. Status reports are due to arrive at MDA-E between the 10th and 15th of the month. When publication(s) is not inwork, no submittal is required. The following milestones and change data information at a minimum shall be included in this report: A. Unless otherwise directed, the reproducible copy from which the directimage copies are made, and/or the electronic media, will be retained and kept current by the Seller pending further use or instructions for delivery from MDC or the Government. This is subject to the following conditions: (1) that no cost to MDC shall be incurred by such storage; (2) storage provisions shall provide ample protection protection; (3) the material shall consist of the latest complete issue in existence on the date the material is delivered. Superseded material shall be disposed of by the Seller in accordance with current security regulations. The deliverable reproducible copy shall include a copy of the electronic media if applicable and if requested by MDC.

Direct image copies are high contrast positives, clear and legible with sharp, clear lines in both text and illustrations and meet the requirements of MIL-M-38784 and MDA PS 1254-1. The direct image copy shall be prepared from the reproducible copy utilizing a positive-to-positive (Xerography) process or as a laser print copy of not less than 300 dots per inch (DPI) generated directly from the automated data base. Substitute reproduction methods using other than positive-to-positive process are not acceptable. The process selected shall not require generation of film negatives as a product or by-product of the process. The deliverable product shall be prepared on 55 pound weight (minimum) white bond non-recycled paper. The margins shall be uniform on all copies and free from imperfections. The printed image shall be square with the edges and be free from shadows or other superficial marks or lines that may accumulate during the printing process. Reproducible copy must be a one-to-one reproduction that does not require reduction or enlargement. Direct image copy for each back up page shall be provided and meet the above requirements.

The technical publications prepared to MIL-M-38797 shall contain usage procedures and operating data of each commercial off-the-shelf hardware item contained within the hardware end item. Usage procedures shall be included as an integral part of minimum performance/testing procedures contained in the maintenance section. Operating data is defined as that information which the operator/ maintenance personnel need to keep an item of equipment in optimum operating condition. It shall consist of, as a minimum, a list of external controls and indicators describing their functions and an illustration identifying their location. Repair and parts list data is not required for the commercial off-the-shelf items adequately supported by commercial manual/ITPS.

Seller shall schedule each initial issue and/or update to the technical publications contained in this contract and, for each issue, submit a recommendation to MDA-E for approval no later than 10 working days prior to start of preparation of the technical publication. The recommendation may be submitted VIA telecon to MDA-E Dept 531B, and subsequently supported VIA TWX or other written communication to the MDA-E Buyer. Upon receipt of recommendation, the authorization or disapproval from MDA-E shall be by TWX or other written communication, VIA the Buyer, within five (5) working days. The recommended schedule shall reflect a final delivery based on MDA-E providing pre-pub review comments back to Seller within 30 days after MDA-E receipt of prepublication review copy. If MDA-E does not provide the pre-pub review comments to Seller within the 30 day period, the schedule will be adjusted on a day for day basis. Any anticipated change in the technical publication delivery schedules shall require resubmittal to MDA-E for approval prior to establishing a firm Seller schedule change.

Information required to complete the DD Form 250 will be furnished by MDA-E.

(A) The Seller is advised that MDC's customer does not permit Technical Manuals which include proprietary or limited rights legends/markings, and cites DFAR 252.227-7013 (B)(1)(vii) as reason for this position. (B) Seller shall identify in its proposal any claim of proprietary orlimited rights data that will prevent the development of a technical manual in accordance with the requirements of this contract. The proprietary or limited rights data elements claimed by the Seller applicable to LRU and SRU, (i.e. principles of operation, functional diagrams, schematics etc.) shall be identified in the Seller's claim. Clear and convincing justification for any such claim shall be included with Seller's proposal. If the Seller does not claim proprietary or limited rights in data, the proposal shall so state.
